Terms and limitations

These terms explain what DoulaPaid provides, its limits, and the ban on patient and claim details.

DoulaPaid helps you plan and check billing work.
DoulaPaid does not guarantee claim approval or payment.
DoulaPaid does not accept client data.

What these terms cover

These Terms are between you and Dahlia Enterprises, LLC, doing business as DoulaPaid. These Terms cover DoulaPaid's public tools, accounts, one-time Review Desk purchases, Washington and Michigan billing-pilot applications, and billing-company applications. DoulaPaid currently provides public Medicaid doula billing guides, free checklists, account access, public directory activity, and Review Desk. Do not enter real client names, Medicaid IDs, dates of birth, service dates tied to a person, claim numbers, addresses, phone numbers, client or family email addresses, diagnosis details, visit notes, SSN values, W-9 values, bank routing or account values, screenshots, private portal messages, or application documents into DoulaPaid.

The public website may still involve Washington consumer health data review because public guide views, searches, tool choices, IP addresses, device identifiers, or account events can relate to doula, pregnancy, birth, postpartum, reproductive health, or health care services even without a client record.

DoulaPaid does not offer a Business Associate Agreement for this service and does not accept patient, member, claim, or payer-message data. Whether a Business Associate Agreement or another privacy obligation applies to an organization depends on the facts and applicable law. Each organization remains responsible for its own legal, privacy, security, and procurement review.

Washington and Michigan billing-pilot intake

The Washington Apple Health fee-for-service and Michigan Medicaid fee-for-service/CHAMPS pilot applications are written expressions of interest. They are not purchases, enrollment, service agreements, billing services, or promises that a service will launch. The Michigan intake excludes every Medicaid Health Plan. No billing company has been selected. Applying does not guarantee acceptance, availability, timing, pricing, claim submission, reimbursement, payment, or any other outcome, and no payment is due to apply.

The application accepts a provider business email and provider setup answers. It does not accept free text, uploads, patient or member information, claim data, portal records, or payment records. The application authorizes DoulaPaid to contact the provider about the pilot only; it does not authorize disclosure to a billing company.

Before any provider-business introduction, DoulaPaid would identify the billing company by name and request separate affirmative permission for that introduction. The provider would decide whether to enter the company's direct services agreement and any required business associate agreement. DoulaPaid will not receive or forward patient records, detailed submissions, EOBs, portal messages, claim data, or other protected information. Any selected billing company would be independently responsible for its services, credentials, security, compliance, fees, and results under its direct agreement with the provider.

Billing-company qualification applications

A billing-company application is a written request to be considered for independent qualification. It is not an offer, approval, contract, employment listing, paid-lead arrangement, referral or volume guarantee, exclusivity commitment, compensation commitment, or authorization to support a billing route. DoulaPaid may check any answer, request company documents through a secure channel, reject or stop reviewing an application, and remove a company or billing route that does not meet these requirements.

The submitting representative attests that the answers are accurate and that the representative is authorized to submit them for the named company. The applicant must not submit patient, member, provider-credential, portal-credential, claim, remittance, banking, or other PHI or private data. The public application and DoulaPaid email must not be used to send credential IDs, approval records, policies, certificates, contracts, screenshots, or other supporting documents.

Any selected billing company must contract directly with each provider, execute any required business associate agreement before receiving PHI, and receive all provider or patient information in its own approved system. DoulaPaid does not receive or forward that information. Any compensation or service launch requires separate written terms, independent legal and compliance approval, and every applicable state, EDI, security, exclusion, insurance, agreement, and provider-consent gate.

Patient and claim details are prohibited

Client details stay out of DoulaPaid permanently. DoulaPaid supports provider readiness and planning with official sources. Use only the listed states, billing routes, service categories, codes, modifiers, units, issue categories, and readiness statuses. Keep client names, birth dates, Medicaid IDs, claim numbers, service dates, addresses, phone numbers, diagnosis details, visit notes, and claim details in your own secure records.

DoulaPaid rejects and deletes accidental private data without using it. It keeps only a redacted category needed to prevent abuse, resolve errors, or meet legal requirements.

Important limits

DoulaPaid provides tools for estimation and planning only. It is not legal, medical, billing, or compliance advice.

DoulaPaid does not submit claims, generate X12/837 files, batch EDI files, or auto-submit claims to ProviderOne or payer portals. It does not determine medical necessity, create a clinical record, choose billing codes as final advice, or guarantee claim approval, payment timing, reimbursement amount, rate accuracy, code accuracy, or claim-check results. Check current official state, Medicaid, managed care, and payer sources before submitting a claim.

DoulaPaid does not submit claims electronically. Users, enrolled providers, billers, or payer portals remain responsible for final claim entry and submission.

Time spent using DoulaPaid is not the same as billable service time. Washington Apple Health rules identify certain services as noncovered for birth doulas, including phone calls, text messages, emails, note-writing time, travel time, mileage, group services, childcare, and chore services. Check the current HCA billing guide and payer rules before billing any service.

  • Official Medicaid agencies, managed care plans, and payers control claim requirements and payment decisions.
  • DoulaPaid is not a billing agent, clearinghouse, payer portal, enrolled provider, provider enrollment advisor, or clinical decision support tool.
  • Public pages and generated worksheets are planning aids only. They are not live claim decisions, payer submissions, or approval guarantees.
  • Users must exclude noncovered time, duplicate time, and services outside the applicable payer rule before marking any claim ready.
  • Rates, codes, limits, forms, and payer rules must be checked against current official sources before use.
  • Each organization remains responsible for its own eligibility checks, client consent, privacy practices, staff access, records, and payer obligations.

Accounts, one-time purchases, and refunds

Account access is for the person or practice that created the account. Paid Review Desk products are one-time purchases with defined services. The price, supported state, scope, and delivery target appear before checkout. Do not put client details in payment metadata, descriptions, receipts, or support messages.

A paid order may be canceled for a full refund before review work begins. DoulaPaid will also issue a full refund if it cancels the order or cannot deliver the purchased scope. After work begins, duplicate or failed charges and non-delivery remain refundable; a completed custom deliverable is ordinarily final except where law requires otherwise. If delivery is more than two business days past the displayed target and the deliverable has not been completed, the purchaser may cancel for a full refund before delivery. Refund requests use the account and payment support form and must not include patient, claim, payer-message, or document data.

Limitation of liability

To the maximum extent permitted by law, neither Dahlia Enterprises, LLC, operating DoulaPaid, nor the customer will be liable to the other for indirect, incidental, special, consequential, exemplary, punitive, or lost-profit damages arising out of these terms, the services, or any applicable order or services agreement, even if the party has been advised that such damages are possible.

For any claim related to paid DoulaPaid tools, DoulaPaid's total liability will not exceed the amount paid by the user to DoulaPaid in the three months preceding the claim. For other service claims, except for payment obligations, confidentiality, privacy, security, required privacy agreement obligations, indemnification obligations, willful misconduct, fraud, or liability that cannot be limited by law, each party's aggregate liability is limited to the amounts paid or payable by the customer to DoulaPaid for the services giving rise to the claim during the three months before the event giving rise to liability, or $100 if no paid services apply. If these terms conflict with a separately signed services agreement, that agreement controls for those obligations.

Consumer health data limits

DoulaPaid does not sell consumer health data, does not use targeted advertising or retargeting pixels, and does not use geofencing around health care locations to identify or track people seeking services.

Governing law

These Terms are governed by the laws of the State of Washington, without regard to conflict-of-law rules, unless a mandatory consumer protection law requires a different result for a particular claim. Venue for disputes that may be brought in court will be in the state or federal courts serving Washington, unless an applicable law gives the user a non-waivable right to bring the claim elsewhere.
